Certainly not, Feli.  I often shoot from the Blue Ridge Parkway with a
tripod and have never had a problem from the Park Rangers.  And the local
Astronomy Club -- with a LOT of tripods! -- holds its observing sessions on
the Parkway.

So, no, this is not a universal rule.
