Shel, your supposition abut color of light is correct.  When I just went out
with my Minolta 1 degree I got a 0.8 stop difference looking at the
southern, blue sky.  Using a white reflective surface under diffuse light I
saw a 1.2 stop difference.  So I suspect that the filter factor given was
indeed close enough for horseshoes.
