If it was indeed a public sidewalk, she can file a complaint, and the security
guard can go to prison (that might even be true on private property, depending
on his exact actions).  It's quite legal to photograph Oracle or any other
building from public right-of-way, and security guards have nothing to say about
it, no matter what fantasies they may personally entertain.
