It is safer to upgrade to Windows 11 for regular security updates, if
nothing else. There are no major hiccups to upgrading, and it is pretty
seamless.

If the machine in question is not connected to the internet, then it does
not matter, stay with Windows 10. Remember, though, that all your apps will
slowly fall by the wayside as Windows 10 support is stopped in due course
of time.
