Hi Nathan,
The Texas legislature is limited by design.  Constitutionally they only
meet every other year for a limited number of days.  Historically Texans
liked a very limited Federal/State government (you recall Texas was a
country for a while).  That's changing as the state becomes more urban.
The urbanites tend to be wage slaves unlike the past rural environment
where many/most were their own master.  Reference Lincoln's comments about
progression from apprentice to master.

I think that the Republic set up in the US serves a useful relief valve for
people who object to some facet of their government.  Their is always a
state/locality that does things their way.  Somewhat similar to pre Brexit
where a lot of EU citizens went to the UK for a different opportunity.
 Likewise many UK citizens moved to the Spanish coast for better weather
and food.
