Indeed it is a complex subject.  I would not have thought the Minneapolis
police would be intolerant.  That region of the US was settled
predominately by Scandinavian immigrants.  Politically Minnesota has
trended very much like Scandinavia: the predominate political faction was
the Farm Workers party.

However, I just listened to a PhD defense where the candidate spent 2 years
in the Texas police recruiting and training arena.  She documented that
Texas police departments looked for recruits that had been in fights and
demonstrated no aversion to aggression.  As well, cadets were berated and
punished for not shooting a subject in a specific contrived violent
training confrontation.  Ethnographically it appears that norms within
police ranks do not match expectations from the general public.

Taking that in, a trial and murder conviction might begin the changes
within departments.
