The 18 Arhats are thangkas painted by Noedup Rongae, a Tibetan from a long 
line 
of traditional Tibetan painters.  I've known him for about 30 years and have 
purchased an number of paintings over time including these.

http://www.khandro.net/deities_arhats.htm has some background on the Arhats.

The pop-ups are a mosaic of 9x9 64 pixel squares and are from a 100% crop as 
you 
observed.  It takes something like 8 hours of CPU time (2 clock hours using 
4 
processors) to slice up the original image into 21,000+ squares, 81 of which 
are 
pulled in upon a mouse click.
