Yes that's it. As developing more mainly just works for the highlights,
not the thin shadows.

Full film speed means the number on the box.
The speed you'd expect to get.

More development is apparently not giving you more shadow speed.
So your not getting a push in a real sense.
You are just making under exposed negs more contrasty.

So just expose more. Forget the push.
Or look for another more push orientated developer.
