It's a good indication of some degree of unconsciousness, but it is no clear
indication at all of brain function.  For that, a more thorough examination is
required.

Pupils that don't dilate are good.  They should be equal and responsive.

You must have been _really_ close to this kid to see the condition of his
pupils!
