        PageMill is good.  It's simple to use but lets you build a nice
looking site. My site was mostly done with PageMill. URL below if you want
to have a look.

Stay away from MS FrontPage unless you are a certified computer geek.
I use it for site server management but would not recommend it for a novice
page building.
