The unit is a flash attachment. The slider is the sync delay. An "L" arm 
fits on the dovetail of the base and the flash gun fits onto another 
dovetail that's afixed to the "L" arm.

I have the whole set-up - including the connecting cable - that came on 
a IIIb that I bought some 30 years ago. It's marked "E. Leitz NY". I can 
email you a picture of it if you'd like.
